Movie: All Dogs Go to Heaven (1989)
Film Synopsis:
When a dog who owns a casino named Charlie is killed by his rival Carface, he finds himself in heaven basically by default because all dogs go to heaven. However, because he wanted to return to his killer, he was able to return to life with a warning that doing so condemned him to hell. Upon his return, he teams up with his old partner, Itchy, to prepare his revenge. He also stumbles upon an orphan girl who can talk to animals, thus allowing him to get inside info on the race to ensure his victory to finance his plans.
