Detective Sergeant Ma Jun, known for doling out his own brand of justice during arrests, teams up with an undercover cop, Wilson, to try and take down three brothers the merciless Vietnamese man who ran a smuggling ring in the months before mainland Chinas takeover of Hong Kong.
