Movie: Strangeland (1998)

Film Synopsis:
A tattooed, stabbing sadist, Captain Howdy, creates the internet for naive teenagers, luring them to his home to torture and defile him. When Howdy kidnaps and tortures Police Detective Mike Gages daughter, he is caught. Deemed insane, he was sent to a mental hospital but was released soon after, apparently better.
