Film Synopsis:
Police Chief Xavier Quinn investigates the grisly murder of Donald Pater, one of the Caribbean islands richest residents. He was found decapitated in his jacuzzi. Although the local political establishment, especially Governor Crooked Chalk, insists that petty thief Maubee is responsible, Xavier has doubts.
