Film Synopsis:
Aoshima, a police detective working at Bayside Precinct, continues to be frustrated by the hierarchy and bureaucracy that plagues the system. His friend Muroi climbs the police bureaucratic ladder. Muroi has made a deal with Aoshima that while Aoshima guards the streets, Muroi will make life easier for the police on the beat.
