Movie: The Watcher (2000)
Film Synopsis:
FBI agent Joel Campbell, burned and shell-shocked after years spent chasing a serial killer, flees L.A. to start a new life for himself in Chicago. But five months later, Joels best-laid plans are suddenly cut short when his hometown becomes the scene of several particularly grisly murders—a tie-in that only one man could have committed: David Allen Griffin. One of Joels most elusive and cunning nemeses, Griffin has followed his former pursuer to Chicago to play a sadistic game of cat and mouse. Chasing Joel with photos of his intended victims and leaving his crime scenes meticulously free of clues to keep the police on top, Griffin gets as much pleasure from watching Joel react to every move as watching his victims die.
